Considering the 2012/2013 is the period nuclear material sourced from old Nuclear wareheads is no longer available under the treaty(accounts for a large portion of the total uranium supply) aligns perfectly with PENs dates, i would say your on the money..
By then you would assume there have been progressive re-ratings of PEN though.
