I even remember one democrat saying that if the Nuc industry were entitled to receiving carbon credits then the loans guarantee program would not be needed as the win fall would be huge.
Chu has already said they would honour the current loans guarantee and has even suggested that they up it substancially, so we know thats going to happen. So your absolutely right, if in fact they do decide that Nuclear is entitled to carbon credits than whammo.
None of it directly affecting Pen, but indirectly yes.
