This part sounds very dodgy.
It's possible that there are no offers on the property and the agent is fishing for you to start asking more questions to sus out how serious you are and then once determined he/she can turn the heat up to make you pay more.
If the offers do exist, then various offers will have varying conditions attached to them, the owner may wish to bias one that is for slightly less money but with less coditions or shorter/longer settlement attached.
But in a normal world, they get back to you to tell you what they think of the offer. They want your money, not the other way around.
You could expect them to call you after a while saying your offer was not good enough and you would have to up the offer to beat the highest offer of X amount.
The agent could also be telling the truth.
