    Many of the supposed debts don't exist and are artifacts of Centerlink's calculation method (averaging).
    Also the time frame (from 2010) so many people don't have records that far back to demonstrate they reported correctly. Only need 7 years for tax.
    It is suggested that several/many suicides have resulted from debt notices.
