The multi year phase is at the end of the process. Do not interpret this as it has multi years to go. This has been going for said "multi years". The information gathering is now complete hence the fast track appointment of a committee to now incorporate the necessary findings.
1. no as mentioned it will be in place by the time the application to mine is submitted.
