I can't see it making sense to a financial investor given long dated nature of investment and volatility in commodity prices (which could of course work both ways)
That leads me to think it is only going to be strategic investor who'll be able to take on this investment. But even in these times Governments and their associated keiretsu will have to take into account the financial aspect to not leave themselves/future generations with a potentially large unfunded liability.
