try looking at the detail instead of just the headline
this ius a preliminary discussion paper - there's a long way to go yet
but we can hope to get rid of rice and cotton and perhaps cut down on over irrigataion which has caused so much salinity and the loss of arable land
that was a major issue prior to the drought and it is still unresolved
