When Kos was talking about the estimated cost of building the coldry plant he quoted a figure of $6b, but said those estimates were calculated around 2007 sometime, i cant remember the exact time he was refering to but the significance of what he was saying was that the calculations were made during the 'boom' where resources, both people and material, were a little more scarce then they are today (post boom). This scarcity of resources drove the price of the estimate up (supply and demand) and now post 'boom' i was under the impression that the cost of constructing the plant would have decreased, also as Kos mentioned/expected.

I have no doubt i am absolutely worng about something i have just written, or have not come across some more up to date info available out there. I am happy to be corrected..... disclaimer, disclaimer, imo, imho, blah blah
