Dont know about rules but logically they committed to paying the 3c a long time ago and I think that breaking that commitment would have meant that more people would have been unhappy especially as distributions are often the income for many REIT investors.
I for one like to separate an investment process from a return process even though it is taxable and doesn't make sense. the shares I value most are those that maintained a distribution process where appropriate even after the GFC.
