I.e if I owned a single share, does that mean I can take advantage of the $15k buy, or is that for people that hold a certain qty of shares??
Yep that's the difference between an Share Pruchase Plan (SPP) and a rights issue. A rights issue is based on number of shares you hold whereas SPP is $15K maximum and it doesn't matter if you hold 1 share or 50% of the shares on offer.
