Bill i think you are close to the truth. With Old Pirates 7 plus independent reefs in close proximity to one another there is no reason not to have an underground mining operation up & running within a short period of time. If the work was carried out by one of the well known mining contractor groups then the cost to ABU would be minimal. An upgrade of the gravity plant & a cashflow for minimum effort, but some entities don't want this to happen until full control of ABU has been established.
