High or low demand, which ever way you look at it, Railway will be mined. In fact there is all the more reason for someone to mine Railway if demand drops, especially in view of the fact that UMC has done all the hard work.
Economics aside, it would go against the grain - man is inherently greedy and simply does not leave that quality of resource in the ground for too long.
