It's the same.

Vendors have a product to sell and they are willing to provide finace.

While this is a relly bad example, but to give you a picture in your mind: think of Harvey Norman..... buy today and pay in 500 days..... but with Chinese Government backing.

The concept is the same... please spend your gazzilions dollars with me and I will give you a discount and cheap finanmce.

I know this is a bad example but basically in answer to your question vendor finance opportunities have not changed.
