If OBJ technology was to be used for the increased penetration of detergents into a fabric, then what you have suggested is the way that I would guess it being manufactured. Both FIM or static patch would be potential permutations for the application.
Whether it involves Ariel surfacants I have no idea, but ultimately it will depend on the chemistry of the same. If the surfacants are diamagnetic then I reckon OBJ physical methods would be very effective. I imagine application of OBJ technology across a wide range of material surfaces; (perhaps) leather, timber, wood, hair, acrylic(maybe) and skin of course.
