No thats not right - the mine plan includes inferred ore but this is counted as waste for strip ratio. So GJ is correct the true strip will be lower than 4.5:1 adjusting for this. Some of the material modelled as waste is actually inferred ore.
Also remember that the than strip is from end of June not today and since then strip has been much higher so from today will be less as well.
