If they are cutting and removing sections of pipe, it must be because the joints remain embedded in a concrete core after the washover tool has freed the pipe from the casing.
This means the conventional method of recovery, breaking a joint with torque on the string and a small explosion as described by Sue most recently cannot be executed.
This could be why the recovery is so slow.
