It is meant to mean that whatever it is it is very large. e.g if you can hear a cricket fart in China must be a huge loud fart. Not that I give it any more credence than all the other false promise tweets. Boy that cried wolf kind of thing.
As has been said it all means nothing if we run out of money and it looks like its this quarter or WFE is broke.
