You can't help but wonder if connected but I think if it is connected it would only be loosely.
I doubt that it is a systematic approach as you suggest. If it were I think you would see more shooters like this in all major capitals. It may be linked in the shooters mind though.
I just hope that they find him and finish him off soon.
