The protest is strong against CSG across Qld. CSG companies have had to defend themselves from unsubstantiated claims eg. APPEA have posted a defence against the allegations from the movie Gasland:

If Cougar were to be permanetly shut, then i don't know what the gov will use to achieve that. The results from the whole saga demonstrate clearly a significant safety margin in the event that a casing cracks.

Further, what would the gov or CSG achieve if Cougar were not allowed to operate again? Nothing, IMO. Well, actually they would - more intense pressure from protestors who don't care if its CSG or UCG and believe both are evil to the core (never mind the farmers who protest yet don't take into account their damaging practices that have proved to cause serious environmental problems, eg salinity. Their own practices have destroyed valuable farmland).

So, as i see it, even if CSG, UCG, gov triangle may contain some friction or favourtism within it, there is nothing to gain for CSG or Gov if Cougar were to be unjustifiably hit, again, with an excessive action by DERM such as an order to remain closed. The gov may or may not have achieved what it wants out of harrasing Cougar to this point, but IMO the gov's actions relate to the issue of protestants, but that can only go so far before the gov creates a bigger issue for itself and its beloved CSG.
