According to ADO's staff trading policy there is no restriction on exercising options to buy shares.
The restrictions related to buying and selling shares on market.
If he exercised the options and then sold the shares it would then come into question. But as he has not done this then there is no problem with exercising options at any time.
Suggest you read their staff share trading policy if you are looking for more detail and the thread associated with the announcement of him exercising the options at the start of the month.
