The market has valued BCI's 50% holding at $250-300m ($125-$150m for 25% holding). They are now paying $190m for a 25% share which by my take is a 25-50% premium. Probably excessive in the current environment, but again I think all iron ore companies are at least 50% undervalued at themoment so maybe fairly valued for normal times provided they return.
