With China sniffing around the "South China Sea" basically on Vietnam's doorstep it could be that Vietnam is keen to get their own drilling programs running or partner up again. Also will be good news long term for the coal price and imports of anthracite.

Coal has seen a surge in price recently with all the coal stocks picking up this week. Low cost and easy to convert to power. Let the US worry about gas and emissions.
