"Putin has no reason to hide behind a minor shareholder"
Rashnikov and Putin are good mates, and when steel production needs to be ramped up for the construction phase in preparation of both the Winter Olympic Games and Soccer World Cup in 2014 and 2018 respectively, steel production would be a major priority for the Putin Government right now, imo.
