Frank I think future rebates may be an issue for tech etc coys based on budget mutterings . There's word the premis of the R&D incentive ie new knowledge may face newer draconian audits .
imo water soluble vitamin E used as a permeator or solublizer is not new knowledge ,eg tpgs/ tpm difference , although I'm sure there's a debate .
We may know next week in the fine print of the budget .
