Its oil industry slang for a special purpose drilling rig...a reamer.

ROD stands for Reaming Out Ducks

Once fully reamed, each well can expand known reserves almost exponentially...and typically, increase output from nothing to commercially acceptable rates.

The resulting increase in flow of oil (the black stuff) and subsequant gushing noise from the limiting choke on the well head is referred to in the industry as a black duck scream...or "duck" for short.

So...ROD (reaming out ducks) is referring to the re-drilling and fracturing (reaming out) of existing wells to increase the flow of oil (ducks)

Oh yeah...in some sections of the industry, ROD is also know as Rapid Oil Development...but I prefer the first usuage.
