in regards to terrorism, only if a foreign government miltary outfit attacks australian shores should we then retaliate under international law. we shouldn't breach security council rules whenever it suits.

So according to your incredibly naive and narrow rules of engagement - its got to be a 'government" that does it?? So if the govt "stays out of it" and claims the terrorists are rogues....we just endure endless attacks???
