It just depends on how the analyst interprets the substantial shareholder notice. The index services team at S&P would be able to clarify your issues about the free float percentage.

I should caution you that they are notoriously known for not providing any information about their calculation for a listed company. This is to ensure that they do not give out any information that is not publicly available in the market.
Your best bet is to approach them is when you believe you should be part of the ASX300 and able to prove to them that their incorrect calculation is excluding you from the index.
