BG may not be disincentivising new buyers directly, but his non-stop supply of 15-20% of shares for sale is ofcourse suppressing the SP, and hence perhaps that is making new investors wary.
When his sell side supply eventually dries up, in the absence of any other factors, basic demand/supply economics says the SP should start to rise. Time will tell ....
