The problem with this idea is that you are buying each others shares. Any one seller would reduce any share price gain. You have seen this when a share holder reduced their holding and took the price from its high to where you are now. To counter this, the company tried a share buy back, using money raised from a CR. A brave move from a company that has no income. When they need that money back they need to raise at a much lower price, causing more dilution.
You need to have the market want to buy your shares. But then the low SOI means you need to sell shares to pump the price. The low SOI means you own a large part of the company which is good. Having a small SOI held by true supporters means low liquidity. This means not many people want to sell, so the share price has some protection. Any buyer can dispoportionately raise the share price. But it also means any share holder that needs to sell will disproportionately lower the share price.
The extra dilution I mentioned before can be both good and bad. It means if you dont keep giving the company money your holding is effectively reduced. But it will also increase the SOI, which helps liquidity.
So in short, each share holder cant increase their holding by 2% as there are not enough shares on market to allow that. And if you could, and share holder that wants to take some profit could undo all that good work.
You need the company to hit some pivot points that drive market demand. If this can happen the price, because of the low SOI would run very hard. Until then the Sp will drift.
