This is just a general comment based on my experience in the market, but there is no better time to buy than when the selling is coming from a forced or "differently motivated" seller.
I was recently able to buy a large holding in CU6 at what was in hindsight give away prices due the collapse of GenesisCare. GC held a large position in CU6 (around 11% from memory), but were forced to offload any assets they could to pay back their debt holders - they end up dumping their CU6 shares on market (and to the sharks via a block trade) at rock bottom prices.
The selling lasted for months and the SP didn't move no matter what positive news came out of CU6, but eventually the GC stock cleared and the CU6 SP started to reflect the underlying fundamentals. Opportunities like CU6 are as close to a magic money machine as the market will ever give you - I just wish they were easier to find.
