No matter what timeline anyone thinks, they are most likely wrong.

Negotiations have to start somewhere.
It is not where they start, its where they finish that matters.
I have no doubt the good Dr T will refer any BPs to the Triangle report.

Once an offer is published to the market the SP will likely jump to meet it.
Why? Because traders will think the price will higher than the initial offer.

...and you are correct it is not like a gumtree advert.
Same as it will not be like a gumtree purchase tactics where $5k is offered for a $10k vehicle.
Any BP making an offer would have had a good look under the bonnet (data centre) first.
...and have had numerous discussions with Race
...and expectations would have been set in those discussions.
