Any of our consultants need to get permission from us before they could buy or sell under the contract they have with us. This would still be insider trading even without such a contract - you happen to have price sensitive information about the trial that has not been released to the market then trading on that information would be illegal.
The more likely explanation for the recent SP rise is the same reason for the recent SP drop - RAC is a tightly held stock so it doesn't take much additional buying or selling to move the SP around significantly.
