Good question.
I don't know the answer.
I think the bot is programmed to take a nibble of the highest limit order. The bot doesn't pay brokerage. But the investor already has to pay the minimum brokerage and they may think "now I may as well change the price and get the whole order over and done with and the brokerage won't be much different for the whole order".
The solution is to either just ignore bots or beat them at their own game.
