    They wouldn't necessarily need to be accumulating. They could just pay some brokers to buy and sell at significant enough volumes, and to set their bots to work, to keep the price locked in a range until the company is ready to launch a bid if the research results support the potential. The buying and selling oscillating around an average price could make it a zero net cost for them, apart from a fee to the brokers, to essentially maintain a low option price for a future bid. Keeping the price low would put a stake in the ground to frame the expectations of existing holders about what a fair buyout would be.
