The difference all depends on the "intention" of the person using the term, and the "perception" of the person hearing it. Some folks intend dog whistle racism and some folks can hear it. And some maybe don't. If one uses a neutral term such as Covid-19, there's no danger of upsetting anyone, which in these divisive times is surely a plus.
