Yes it would need Howles and co seal of approval. It seems Howles has called the disaffected caucus leaker's gutless because they wont step out into the open where he and the boys can get a good look at them. How stupid does he think they are or more likely it is just fodder for the Union faithful. The AWU's grip on the ALP is just laughable. The party would be more accurately be described as the ALPWU.
