However, selling close to $1.5M at a premium to market in an illiquid stock, even a lemming would realise this shows demand not supply and that they were prepared to pay the premium to get volume

This also suggests it was RAF that was approached, not the other way around

You don't usually approach people to buy lines of stock off market and at a premium, unless of course you have something they may really want
