The coming new earth relates to the future paradise. Jesus will call the thief from the grave and he will be resurrected back to life. Moses and Elijah do not take on spiritual bodies and live in heaven. They never received such an invitation. It was only when Jesus started his ministry that such an invitation was extended. Those who qualified- the apostles for example and others had that invitation confirmed at Pentecost after Jesus death and resurrection, when Holy Spirit was poured out on the 120 individuals. That was the start of those who would rule as Kings and Priests with Christ for a 1,000 years.
Moses,Elijah,Abraham,Sarah and all the other men and women of faith mentioned in Hebrews Chapter 11 will be resurrected back here on earth and live in the paradise that Jesus referred to when he spoke to the thief in Luke 23:43.
