I have been pondering this wording. Why spend six months investigating the rail link, and then put out a price that is higher than it could otherwise be?
Could it be that the Chinese infrastructure providers have bumped up their bids, but if the finance/offtake/JV partner is Chinese, then it may well suddenly become 'cheaper'?
Might also make investors think the JV/finance/offtake offer is better when the capex is 4.6b, but a little while after the deal is finalised it miraculously comes back to 4.0b?
