I agree totally WiseOne. 20m was just a figure, could be 10m. They are a long way away from using the full port capacity (and much of it yet to be built).

Regardless, you are correct, anything they "give away" in port allocation is something less they can ship themselves. But then KB said the port allocation was their bargaining chip, and if that doesn't read as giving some of that away, or similar, how is it a bargaining chip?

So will be interesting how the use this to get rail access.
