The feds can't impose this on states but can supply the reports for them to enact on within their jurisdiction.

I know what you are saying and not arguing the basics, then one council could endorse all that themselves but the feds can't make them all do it.

Even if it comes down to regional councils to have some exemption, so does that mean the Gold Cost is exempt.

Sorry to say it all comes down to local authority to take control.
