Brisbane City Council banned tanks in Australia's only sub tropical capital city because of BS health concerns, but in an about face now subsidises their installation. The govt spent gazzilions on consultants like Sinclair Knight Mertz, circa 2006 to come up with all the excuses under the sun to install drought proofing major water infrastructure, while dismissing increase water tank catchment et al.
At least the Gold Coast and Sunshine Coast councils weren't silly enough to put impediments to tank water.
Of course Beattie had to work around the Courier Mail's vehement opposition to anything he wanted to do, so I'm guessing sacrificing domestic water harvesting put an imperative on his dream for a water grid.
