I think it is fairly unanimous consensus among unbiased operators that there will be no new permits signed by Lopez. Aside from yourself, two mining engineer expats I know on this website have posted same on RED, MML, and RMX.

But yeah, the possibility that Lopez doesn't go the distance is not unlikely, as it is for Duterte himself. If either of them fall, then it will be game on again. Personally, I'm not fully convinced that Duterte would tolerate dissent and loss of face by Lopez not getting through confirmation. I have a lot of time for the guy for non-mining issues, but he is a narcissist dictator after all.
