That's more likely due to where it's at with it's commissioning phase. Remember, all the bluster from the ETU and some on here was that Wemen was nowhere near finished. The fact that it's online and generating is a huge positive. These things will only be in the commissioning phase on on that website if they are almost complete from a construction point of view, with only electrical commissioning works outstanding. From what I've seen, these things get commissioned in phases, they need to spend a set period of time at a certain level before being allowed to generate at the next level before it finally goes to 100%. I've been watching Wemen, and it's been on that 18% almost every day for the past few days which means they are likely doing tests at that level. Remember it's only due for completion in Jan (I think?) so we should see it ramp up over the next few weeks.
