There is only so much coastline in Africa, and Pancon has a lot of it.
Africa is the major new oil province ; it's where the excitement is, and the fortunes are being made there.
You do the maths ... someone with patient money is betting a Petronas, a Murphy, a Dana or someone will step in to partner Pancon.
It's either that, or dumb day traders expecting a bounce back to 12 cents or so.
