The anchorage is not far from the entrance to the Yangtze River. It might be there temporarily until it is cleared to go upstream to one of the ports where PLS spod has gone before, ie Zhangjiagang or Zhenjiang.
I know that there is at least one refinery at Xhanjiagang, (Tianqi), there may be others.
If it is to Xhenjiang, from what I understand it has no refineries but is used as a logistics port where goods are despatched inland to destinations that are not accessible by bulk carriers.
An example of this is the Yahua refinery in the province of Sichuan.
