Your comment regarding "all they have to do is erect a plant that functions mechanically , no matter how poorly it performs metallurgically " I feel is incorrect , as GRES had to get it performing to the metallurgical requirements necessary before hand over .
Maybe you should forward your above email to GRES and see their response ?
As an aside I doubt GRES has ever constructed a plant that has performed below name plate
