It's got to be a pump for CR or a pump and dump. Every time it goes up they stack the buy side on previous price and leave it there. Usually if its real buying then the buy side would keep changing as they move their buy orders to match the current price but they remain the same. So who ever is pumping it is stacking the buy side straight away to stop the price dropping.
