There has been a reasonable amount of discussion re the Ramu court ruling in previous threads. It seems likely that even if a positive ruling is given to the mining sector there will be an appeal to the high court. If the ruling is unfavourable it is almost certain that there will be an appeal. All this takes time and with it brings uncertainty. They have been delaying the ruling for a number of months now. For what reason, I have no idea. There must be a fair bit of political manouevring going on behind the scenes considering what is at stake here.
