I don't see why the insto's couldn't buy Aussie stock, then simply convert them to common shares in the US. Given the dual listing its an easy process.

I've converted stock back and forth at times - especially when first Nasdaq listed and it was trading at a huge premium there.

Most insto's can and will buy overseas - I've been involved in a number of deals based in Australia but marketed to Asian/European insto's.

Given the shortage of free float in the states, it would be natural for insto's to be looking here.
